Goulburn Mulwaree Council is a local government area located in the Southern Tablelands region with an estimated resident population of the area of 32,000.

The Wollondilly and Mulwaree Rivers Flood study was completed in 2016 by WMA Water. Goulburn has experienced a number of major flood events in recent years and this revised flood study has included the data from these more recent flood events. The study also completed a flood assessment for a range of design storms under existing conditions.

As part of the process, Council established a Floodplain Risk Management Working Party. The Working Party was the focus and forum for discussion on flood related technical, social, economic, environment and cultural issues.
