Special and Controlled Areas

Abstract

This spatial dataset is the area of land identified as Special or Controlled Areas in the Sydney Water Catchment Management Act 1998 The Special Areas cover approximately 364,000 hectares of mostly unspoilt native bushland around the water storages and infrastructure that supply Sydney, the Illawarra, Blue Mountains, Southern Highlands and Shoalhaven regions. Public access and activities are restricted to protect water quality in these areas.

The majority of the Special Areas are off-limits or restricted to the general public. They are divided into three protection zones with different restrictions to what you can and can't do:

  • Special Areas - no entry
    These areas include the water storages and surrounding land with the exception of Fitzroy Falls Reservoir and part of Lake Yarrunga, which are classed as restricted entry.

  • Controlled Areas - no entry
    These areas include the land at Warragamba protecting the water supply infrastructure and the land along the Warragamba Pipelines and Upper Canal.

  • Special Areas - restricted entry
    These areas include the water storages and surrounding land of Fitzroy Falls Reservoir and part of Lake Yarrunga, and the second protection zone around Lake Burragorang. Vehicles (including motorcycles and bicycles), horses, pets, powered watercraft and firearms are not allowed. Restrictions do not apply to privately owned land and public roads within the Special Areas.

Special Areas: defined by Section 44 of the Act, as: (1) The Governor may, on the recommendation of the Minister, by order published in the Gazette, declare an area of land specified in the order to be a special area. (2) The Minister may not recommend the making of such an order unless the Minister certifies that the Minister is satisfied that the making of the order is necessary for either or both of the following purposes: (a) protecting the quality of stored waters, whether intended for use for drinking or other purposes, (b) maintaining the ecological integrity of an area of land to be declared to be a special area in a manner that is consistent with the Authority’s objectives. (3) The Minister must cause a copy of an order made under this section, including an order amending an order, to be tabled in each House of Parliament within 14 sitting days of that House after the order has been published in the Gazette. (4) A special area must not be reduced in size, and an order declaring an area of land to be a special area must not be repealed, unless authorised by an Act of Parliament. The linework was digitised using a desktop survey. The survey used digital cadastral lots from Land and Property Information (LPI) dated 2009, and written descriptions of the boundary in Government gazettes. Additional areas in Katoomba and Fitzroy Falls Special Area required field survey techniques.
